BEREA,Ohio -- Berea Board of Education member Steve Dockman attended the annual Ohio School Boards Association Sports Law Workshop on June 26, subsequently sharing insights about the fall high school sports season.

“The OHSAA (Ohio High School Athletic Association) lost $2.1 million this spring due to the COVID-19 pandemic,” Dockman told the board at its June 29 meeting. “The governor is the person that is going to permit contact sports to compete. He has not done that yet, but there are a number of schools out there that are competing in football workouts and other sports in the fall against his wishes. It’s just going to make it more difficult for things in the fall, according to the lawyer.”

It was suggested districts might use the Buckeye Pledge implemented by The Ohio State University as a guide for participating in sports during the pandemic “so that athletes can see, in writing, that they have an important role and responsibility in fall sports returning,” Dockman said.

“If they put it in writing, they may be more apt to socially distance, to wear masks when they are asked to,” Dockman said the workshop lawyers indicated. “It was interesting that Jerry Snodgrass (OHSAA executive director) said he won’t know about the Aug. 1 opening date for fall sports until July 31 at midnight because things are changing so much, day by day and minute by minute.

"His plan is to have fall sports, if at all possible," Dockman added.

Athletic academic eligibility is going to be waived for the fall due to the various grading methods used across the state when school districts were mandated to shut down, he said. Transfers guidelines, however, remain in effect.

Other key points Dockman conveyed were:  attendance could be restricted at fall sports events; the National Federation of State High School Associations is considering changes to a number of rules and regulations; and school districts could require spectators to wear masks.

"Enforcement of that might not be easy, but some schools are considering making that a requirement," Dockman said.
