Berthoud town board approved preliminary plat for Harvest Ridge development Tuesday night - Loveland Reporter-Herald

The Berthoud Board of Trustees approved the preliminary plat for the Harvest Ridge subdivision at its meeting Tuesday night.

Part of the subdivision was approved last year, but construction has not yet started. With final approval, the subdivision would be constructed along Berthoud Parkway west of the Rose Farm Acres development and south of Ludlow Farms.

It was originally scheduled for discussion in March, but had to be postponed because the town initially had no protocols for how to hold a quasi-judicial meeting online. The board later passed an ordinance allowing them to hold virtual quasi-judicial meetings.

The planning commission recommended approving the development with several conditions, one of which is the creation of a four-way stop at Berthoud Parkway and County Road 4E.

After a presentation from Curt Freese, Berthoud’s community development director, developer Alex Hoime addressed the board.

The 39-acre division would contain 103 single-family homes. The development would have a small park and 7% would be devoted to open space. The development would be a homeowners association, not a metro district.

A buffer area with a fence would be built between the development and Berthoud Parkway, with a trail along the buffer zone.

The town board approved the plat unanimously on several conditions, including that the town and the developer work to create a trail connection to Rose Farm Acres and that the developers install a water pipe in an adjoining property.

The subdivision still needs final approval.

Also at the meeting, Jim Hinkle provided an an update to the town board on an audit that was conducted of the town finances. The audit did not find anything suspicious or concerning, said Hinkle, a certified public accountant who conducted the audit.

“You are all in very good shape,” he said.

The town board voted unanimously to schedule a public hearing for July 14 to discuss the 2020 Model Traffic Code, which ensures that traffic codes are consistent across the state.

Town administrator Chris Kirk and public works director Stephanie Brothers provided a capitol projects update to the board.

The town received a grant of $375,000 from the Colorado Department of Transportation to replace broken sidewalks and improve ADA compliance, and will be meeting with the department in two weeks to discuss it.

A project to redesign Second Street, which doesn’t drain properly, is expected to begin construction in summer 2021. The town also has ongoing plans to improve the pedestrian crossing at Spartan Avenue near Berthoud High School and to put in more bike lanes.

The city’s public works building, which has been designed to be energy-efficient, is expected to be completed in July.
