The Howard County Board of Education (HoCoBOE) is meeting today and will be discussing appointments to the Howard County Public School System (HCPSS) Ethics Panel. The schedule today includes a closed meeting at 3:00pm:
Move the Board of Education of Howard County convene a closed meeting to discuss Personnel – Ethics Panel under the general provisions Article Section 3-305(b) to consult with counsel to obtain legal advice; to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom it has jurisdiction; or any other personnel matter that affects one or more specific individuals; and to comply with a specific constitutional, statutory, or judicially imposed requirement that prevents public disclosures about a particular proceeding or matter. The reason for closing is to review the recommendations for the Board’s Ethics Panel.
Then at 4:00pm the HoCoBOE will begin their public meeting. On the agenda for that meeting under the “Consent Agenda” is “Ethics Panel Appointments (BOE) – ACTION”.
I am guessing depending on how the closed meeting at 3:00pm goes will decide on what will happen during the public meeting at 4:00pm.
The HCPSS Ethics Panel was disbanded back in April 2020 (READ MORE HERE) and a call for applicants went out to the community. Here is some additional information that has been posted online about the disbanding of the previous HCPSS Ethics Panel:
There is no information right now noted in the agenda for the 4:00pm meeting relating to the Ethics Panel (per BoardDocs). I attempted to get information for this blog post by sending emails to a representative of HCPSS and to members of the Board of Education:
I am looking for information on the Howard County Board of Education meeting agenda for June 25th related to the Ethics Panel Appointments noted on the consent agenda.
I did not see anything in Board Docs related to that agenda item and was wondering if I could obtain information for a post?
I am looking for the following (if possible):
The members of the Board and HCPSS staff that were part of the committee that chose the individuals that will be recommended to the board for approval?
The names of the people that will be recommended for the new Ethics Panel?
The total number of applicants that were considered for the Ethics Panel board?
There are a lot of rumors floating around social media and just trying to get some actual facts before I put something online about it.

The information will be part of the board report that is scheduled to be presented tomorrow. It will be posted on Board Docs following the report. Have a nice week.
I did not get a response to my email from the Howard County Board of Education.
While I understand this is a personnel matter I think the public should have information related to the process to select the members of the Ethics Panel. I believe the public should know what members of our community are being recommended for appointment to the Ethics Panel. With little to no information on the process a lot of guessing happens…and that should not be the way this works…should it?

I will try to tune in at 4:00pm to see what happens during the meeting on this topic. If additional information is released (as noted by the HCPSS representative) and I will have a follow up post tomorrow morning.
