Smackover-Norphlet board talks CTE program, HVAC projects - El Dorado News-Times

The Smackover-Norphlet School District Board of Directors held their regular monthly meeting on Monday, October 19. Board members discussed several topics, including the district’s CTE (Career and Technical Education) program and proposed future HVAC projects.

The meeting began with acknowledgment of the employee of the month, business manager Lori Willis, approval of the previous meeting’s minutes and approval of the financial report.

Willis, during the presentation of the financial report, presented to the board her state-required report on salary increases. The state requires that annual increases in salary exceeding 5% must be reported, along with their causes, by the business manager to the Board. In this case, the comparison was between the 2019-20 school year and the school year preceding it.

“Most of it this year was increasing the salary schedule and the step increases that the younger teachers get,” Willis said.

The Board passed a resolution to accept the report.

Next, curriculum manager Jennifer Lee described changes in the CTE program and asked the Board for a resolution supporting the Business Finance and Administrative Support programs.

According to Lee, changes in the federal Strengthening Career and Technical Education for the 21st Century Act (Perkins V) revamped and changed curriculum for CTE programs.

The SNSD received notification too late to submit a start-up grant application last year, Lee said, but instead received a waiver to offer two new programs this year.

This waiver was given to the SNSD with the understanding that they would submit two start-up grant applications by November 1 of this year.

The original program was Accounting, and courses offered within it included Survey of Business, Computerized Accounting I, Advanced Database, Advanced Spreadsheets and Business Communications.

The two new programs are Business Finance and Administrative Support. Courses offered in Business Finance include Survey of Business, Financial Planning and Computerized Accounting I. Courses offered in Administrative Support include Survey of Business, Business Procedures and Account I.

Lee said courses such as Financial Planning offer “practical skills” to students.

“It has practical stuff that kids need to know about checking accounts, interest rates,” Lee said.

The courses are 9-12th grade. The Survey of Business class is a prerequisite for both programs, and the others can be taken in any order.

Lee requested a resolution showing the Board’s support to accompany the grant applications. The resolution was made and passed.

The Board also discussed potential HVAC projects at the Smackover High School Gym and Norphlet Middle School Gym. The Board approved a multi-part HVAC project on the Smackover and Norphlet campuses, including the tech building at Norphlet, the auditorium at Norphlet, the north and south wings of the NMS campus and the Norphlet Pre-K.

Superintendent Jason Black presented the topic of the gym projects to the Board, asking them to discuss whether or not to move forward with the project.

Board members discussed the activities done at each gym and the cost and benefits of moving forward with an HVAC project versus a larger refurbishing project.

“I think if you had to pick one, you do the Smackover Gym because honestly we use it the most. But I don’t know if you can do one and not the other or what that would mean, considering the community aspect of it,” board member Cliff Preston said.

Board members asked Black to have the structure of the Smackover Gym evaluated to offer a better idea of the worth of investing further money in the structure. The issue was tabled for the time being.

The public portion of the meeting ended when the board entered executive session. The next SNSD regular meeting will be on Monday, November 16 at 5:30 p.m.
