Washington County Fair Board met Monday, February 22 with five members present.  Chairman Alan Basler opened the meeting and introduced new member, Daniel Hunning.  The board approved Hunning to be a new member of the fair board.

Commissioner Lea Ann Laybourn gave her report.  On February 16, a hearing for the NE Colorado Regional Library/Bookmobile was held for the termination and dissolution of the library for NE Colorado counties and approved.  Small business relief fund applications have been extended, hopefully, to the end of March.  There are strict rules and guidelines for the applications for these funds.  A new director has been chosen for the Washington-Yuma Counties Communication board.  The fair worship service, which is to be held August 1, is still up in the air.  A service will be held, but it is not known who will oversee the service.  As of Monday, Laybourn reported there are 14 active COVID-19 cases, 12 new cases and the positivity rate is 7.1 percent.  Testing for COVID-19 is held by appointment every Tuesday between 10 a.m. to 2 p.m. at the fairgrounds.

Commissioner Kent Vance had nothing to report.  Commissioner Tony Wells spoke about COVID-19 and how the new rate of cases may take the county from blue back to yellow.  Right now, there is no change, but by the time you read this, there could be all sorts of changes.  Vaccinations are going well.  Colorado has given over 600,000 vaccinations for the first dose and 350,000 have received the second dose.

Queen Samantha Collins is helping with a fundraiser in Yuma County for their queen.  She has ordered her chaps, tiara and sash.  Princess tryouts will either be at the end of June or beginning of July.

Extension Agent Jamie Axtell said beef weigh-in was held February 20 and 52 head of beef were weighed in.  This is about eight more than were weighed in last year and Axtell said, “We are going to have an amazing beef show.”

Axtell is also hunting for old fair books and is going through old newspapers to find names of past queens, grand marshals and other information.  She would like to get a list of some of this information to be displayed in the Event Center.

The board then discussed weigh-in for swine and having it Monday evening instead of Tuesday morning and changing the rate of weight.  The board approved moving the weigh-in to Monday evening and the weight rate change to 220-300 pounds for swine.  Horse superintendent Lisa Hunning said she is looking for more sponsors and she and Devony Bethel, the other horse superintendent, are looking at different times for the horse show and amateur rodeo.  They are working very hard to try and get more kids involved in the horse program.

The board would like to see more ideas for the fair theme and grand marshal come from residents of the county and won’t make any decision until March or April.  They also discussed the printing of the fair book.  They spoke with Axtell about the set-up of the book and she said she would like to have as much information from superintendents and the fair board by the time of the next fair board meeting, which will be March 22.

Arena events may change as they are trying to arrange an amateur rodeo and other events.  They have made an offer for entertainment, but no contract has been signed yet.  The board hopes to have more information at the next meeting.  The board also approved the purchase of ribbons like they have ordered in the past.

County IT Director Sean Kennedy spoke to the board about the sound system at the fairgrounds.  Kennedy said, “We need better internet first, before any changes are made to the system.”  On Tuesday, the commissioners were meeting with a representative from Kinnon Entertainment about changes at the fairgrounds.

The board approved Lisa Hunning and Devony Bethel as horse superintendents and the payment of three bills.  They then discussed the work session they held a week before the meeting to discuss sponsorships and said that all sponsorship money would go through Val Kipp, treasurer of the fair.  There will be some changes to the letters sent to sponsors, as they are trying to get all superintendents on the same page when they are looking for sponsors.

The next meeting of the fair board will be at 7 p.m. March 22 at the annex.
