Fort Worden PDA board extends contract for executive director - Port Townsend Leader

The board of the Fort Worden Public Development Authority unanimously agreed to extend the employment contract for David Timmons, the agency’s interim executive director.

The board also voted to remove the word “interim” from Timmons’ title.

Timmons, a former Port Townsend city manager, was first hired by the PDA in March 2020 to handle the authority’s COVID emergency response efforts.

Later last year, the board approved a new agreement that made him the PDA’s acting associate executive director. Timmons became interim director following the November retirement of Dave Robison.

At the board meeting last week, members voted to amend Timmons’ existing employment contract. 

The revised agreement does not include an expiration date, and is based “on a month-to-month basis for an indefinite period of time starting
June 1, 2021,” according to the contract.

The exit from the agreement, Timmons or the PDA must give three-months’ notice.

Notification is not needed if Timmons is fired for cause, and cause is defined as “intentional wrongdoing, fraudulent conduct, substantial failure to perform duties, theft, intentional breach of FWPDA policies, and the like,” according to the contract.

The agreement also notes the PDA can put Timmons on paid administrative leave following a notice of termination if he is terminated without cause.

Timmons’ salary was not changed from his prior contract.

Timmons is paid a monthly salary of $12,040 per month, plus $892 a month as a benefit allowance. 

His salary and allowance totals $155,184 on an annual basis.
