NEW ULM — The District 88 school board officially rescinded the face-covering policy at the school Thursday, following the last day of the school year.

The face-covering policy was put in place by the board last August following an executive order from Gov. Tim Walz.

Superintendent Jeff Bertrang explained that when Walz ended the face-covering order in May, schools were still mandated to require coverings until the last teacher contact day. As Thursday was the last day of school, Bertrang recommended the school board rescinds the face-covering policy.

After rescinding the policy, Bertrang presented the board with an updated safe school plan. The district has been working with the Minnesota Department of Health (MDH) and Minnesota Department of Education (MDE) for guidance. At this time, no officially published guidance has come from MDH.

Without any official guidance, Bertrang said staff is moving forward with best guesses on best practices for summer school programming.

Most of the same COVID-19 safety policies will remain in place through the summer, but face coverings are no longer required, except on buses.

Bertrang explained that federal law requires anyone traveling on public transit to wear a face covering. In Minnesota, a school bus is considered public transit. Transportation of students for summer school or Kids Connection will still require masks.

If new requirements are made by the state, the board can make minor changes to the plan during regular board meetings. If a significant change to the policy is needed immediately, a special school board meeting can be scheduled.

A renovation contract with Wendel Architecture PC was approved by the board. The contract would provide architecture services for the new Career Technical and Education Center for $60,000.

Bertrang provided information on CTE subcontractor bids. ARR was contracted for general construction at $132,140. Olympic will provide fire suppression for $99,500. Paul’s Electric is contracted for electrical services at $115,000. GSM will provide mechanically and plumbing for $80,400.

The board approved all four contracts.

District 88 will offer the free summer meal program through the federal stimulus act this year. Free lunch will be offered Monday through Thursday until the end of July. The program is open to anyone in the district 18 or younger. Federal waiver requirements mean the program can only be offered at Jefferson. There is no food pick-up allowed, the meals must be eaten on site.

The board approved four Community Education grants. The first was to Healthy Communities Healthy Youth (HCHY) for $1,146.30. This is the final 20% for the program’s winter quarter. The second grant was for HCHY’s summer quarter of programing for $5,981.50.

The Grand was approved for a grant of $1,500 to provide art and language programming.

The Wellness Collection was approved for a $1,735 grant to provide students and adults with disabilities with some physical fitness and wellness opportunities.
