CHRISMAN — The brief business meeting of the Northern Edgar County Ambulance Service (NECAS) Tuesday, Feb. 23, continued the discussion of how to dissolve once the new special service area is in operation and overseen by the Edgar County Board.
At the January NECAS board meeting, those present decided against the current service putting in a bid to continue operating the ambulance serving Young America, Ross, Prairie, Brouilletts Creek, Edgar and Shiloh townships. It was also decided to put the ambulance bay, ambulances and assorted equipment up for sale and distribute those proceeds back to the local jurisdictions that have provided support for the ambulance since the 1980s.
Board president Kevin Julian is still looking for a real estate appraiser to provide an estimated value for the building.
Ambulance coordinator Jeremy Neal reported the two ambulances have a combined paper value of $18,000, although he said the people he consulted on this matter believe the sale price will be less. The two power cots are valued at $9,000 each, and there is approximately $8,000 worth of supplies on the ambulances. Other assets include office equipment and furniture and some living area furnishings.
Neal reminded board members a new heart monitor on one of the ambulances was partially purchased with a grant from the Illinois State Fire Marshal.
“We will have to pay the fire marshal back for the monitor,” said Neal.
There was some discussion regarding parts of the bid specifications being prepared by a committee appointed by the Edgar County Board. NECAS board member Rodney Wolfe said the clause that a bidder must have previously operated as a license paramedic or basic life support ambulance for one year and own a minimum of two ambulances at the time of submitting the bid may prevent a start-up business from bidding.
There was also concern the draft bid specifications do not contain a clause giving the winning bidder first chance to buy the NECAS assets. The NECAS board members decided in January that was something they wanted in the bid specs.
Julian promised to address those concerns at a future committee meeting.
Wolfe also asked how NECAS billing will be handled for services rendered but not paid before a new ambulance group takes over. He also questioned how long the NECAS files must be maintained and where those files will be stored.
There were no answers to those questions at the time of the February meeting.
