Every 10 years, local governments use new census data to redraw their district lines to reflect how local populations have changed. The San Diego County Board of Education would like to encourage all members of the San Diego County community to participate in the redistricting process for the County Board of Education and plans to hold four public hearings to solicit input from community members.
What is redistricting?
In accordance with California Education Code section 5019.5, the San Diego County Board of Education educational districts shall be assessed and potentially redrawn to ensure each district is substantially equal in population. This process, also called redistricting, is important to ensue each board member represents an equal number of constituents. In San Diego County, the County Board of Education, acting as the County Committee on School District Organization (CCSDO), is responsible for drawing educational districts for its board members. Redistricting is done using the most current decennial U.S. Census data, which was released in August 2021. For the San Diego County Board of Education specifically, the redistricting process must be completed by Jan. 31, 2022.
Why is redistricting important?
Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing a board member to the San Diego County Board of Education. The process and applicable criteria seek to empower communities by ensuring they are represented by political representatives of their choice.
The CCSDO will seek input on:
- Whether the CCSDO should adjust the current educational district boundaries of the San Diego County Board of Education based on the population data from the 2020 census, and if so;
- Selecting the next district map for the San Diego County Board of Education educational districts.

What criteria will the CCSDO use when drawing district lines?
To the extent practicable, district lines will be adopted using the following criteria:
- Geographically contiguous districts (each educational district should share a common border with the next)
- The geographic integrity of local neighborhoods or communities shall be respected in a manner that minimizes its division
- Geographic integrity of a city shall be respected in a manner that minimizes its division,
- Easily identifiable boundaries that follow natural or artificial barriers (rivers, streets, highways, rail lines, etc.)
- Lines shall be drawn to encourage geographic compactness
In addition, boundaries shall not be drawn for purposes of favoring or discriminating against a political party.
How will the CCSDO notify the public about redistricting?
The CCSDO will reach out to local media to publicize the redistricting process. Also, we will make a good faith effort to notify community groups of various kinds about the redistricting process. Our public hearings may be provided in applicable languages if residents submit a request in advance. The CCSDO will notify the public about redistricting public hearings, post maps online before adoption, and has created this dedicated web page for all relevant information about the redistricting process.

NOTE: The location of each hearing may be subject to change. Should future state or local orders be in effect at or around the time of the scheduled hearings which prohibit gathering to be held in person, the location of these scheduled hearings may be held in a virtual setting that is permitted by law.
