PLAINFIELD, NJ — Plainfield's Planning Board will hear from Applicant MBH Urban Renewal, LLC, at its April 15 meeting, according to a legal notice published Monday. The property is located at 1252-1336 Randolph Road, where Muhlenberg Hospital, which closed in 2008, used to operate. The applicant was scheduled to appear before the board in December, but its attorney submitted a letter that same day indicating the application was being withdrawn, with no reason given.
The applicant was seeking amended preliminary and final site plan approval to renovate the existing three-story Muhlenberg Hospital building, known as Building 23, for use as a cognitive and behavioral health facility.
Architectural plans on the city's website depicted a basement with three group rooms, an exercise room, and space for yoga/meditation. The first floor layout noted women's residential and outpatient rehab, and the second floor with men's residential, while the third floor listed a proposed detox unit.

Two additional applicants, according to the city website, will also be heard. Roselle Park's SRV Plainfield Urban Renewal LLC is seeking preliminary and final site plan approval to build two mixed-use residential buildings with 192 units and 7,800 sq. ft. of commercial space at East 3rd and Richmond streets. Another applicant proposes to use a vacant one-story building at 120-28 West 5th Street as a house of worship.

LEGAL NOTICE CITY OF PLAINFIELD PLANNING BOARD PLEASE TAKE NOTICE that on April 15, 2021 at 7:00 p.m., the Planning Board of the City of Plainfield (the "Planning Board" or "Board") will hold a remote public hearing, pursuant to the instructions set forth below, in connection with property located at 1252-1336 Randolph Road, which property is designated as Block 13, Lot 38.06 on the Tax Maps of the City of Plainfield (the "Property").
The Property is located in a redevelopment area and its zoning is governed by the JFK Muhlenberg Hospital Redevelopment Plan (the "Redevelopment Plan"). By resolution adopted on January 18, 2018, in the matter of Application No. PB 2017-27, the Planning Board granted subdivision approval to create the Property as well as site plan approval with variance relief to renovate an existing building located on the Property and to construct additions thereto for a mixed-use medical arts/residential use (the "2018 Approval"). The 2018 Approval also contemplated the retention and future development of an existing three-story building on the Property referred to as "Building 23". The Applicant, MBH Urban Renewal, LLC (the "Applicant"), seeks to amend the 2018 Approval and has applied to the Planning Board for amended preliminary and final site plan approval. The Applicant proposes to construct a one-story, approximate 1,143 square foot addition to Building 23 for use as an entrance lobby to the non-residential medical building.
The Applicant also requests/seeks to maintain the previous variance relief granted in connection with the 2018 Approval to deviate from the requirements of the Redevelopment Plan.
The Applicant further requests that the Board grant a parking variance related to the proposed building addition whereas 3 additional parking spaces are required and no additional parking spaces are proposed. The 2018 Approval granted a parking variance to permit 636 parking spaces for the uses on the Property whereas 673 parking spaces were required.
Lastly, the Applicant requests that the Board grant any additional approvals, permits, variances, interpretations, waivers or exceptions reflected in the plans and materials filed (as same may be amended or revised from time to time without further notice) or determined to be necessary during the review and processing of the application.
